Annivresary Based Vacation Accruals

Users are requesting a new vacation DBA that will accrue vacation hours over the course of an anniversary year.  As these hours are being accrued they are not to be available to the employee until their anniversary date.  The closest document that I have found which discusses a similar configuration is document 627213.1, "Setup and Functionality of Fiscal/Anniversary DBAs".  The document enphasizes that the "DBA's balance will come from the accrual DBA at the time of rollover."

Testing is not immediatly displaying any available hours although the accruing hours appear to be functioning as identified in the document.

My question is two-fold.
