Sales Price Date Preference

We are using order date as the sales date in system constants. I set up preference 18 for the sales price based on date. It works fine for the sold to, but does not work for the parent. I notice the white papers for preferences never have an example using the parent. Should this preference work for parents? I also read bug 13393057. It references UDC 40/AD which is not in our 9.1 environment.
