Open URL in new IE window when screen tab is clicked

Hi,
We have a requirement to open a URL in new IE window when a particular screen tab is clicked(Siebel 8117).
After clicking the screen tab, it should open URL in new IE window and should not navigate to the screen and remain on the context from where the screen tab was clicked.

I tried option of putting script on Load event of the default view applet of the screen.
It opens the IE window but navigates to the screen.

Have you faced such issue?
Is there any option to open new IE window using server script?
