Benefits of being Pro-active ?

Is there a presentation of the benefits of being pro-active ? if so please upload it onto this discussion

Also I am an extremely pro-active APPS DBA but lastnight when speaking to development the response I had received was

Development first works on systems which are down ... { which means that these clients are re-active ... dont look after their systems }

I am pro-active and improving the system therefore the bug I log will be a P3 { very sad }

My wish .... Pro-active customers , refferrence customers should have preference
