Deliver-to from preferences decides sourcing rule

We have found that when creating requisitions for internal items, the sourcing rules seem to be determined by the deliver-to address from the users preferences rather than the deliver-to address. E.g. if the deliver-to address on the user's preferences is assigned to inventory A (e.g. a local warehouse), and the user chooses a deliver-to address on the requisition, which is assigned to inventory B (e.g. a central warehouse), the requisition will still try to source the item from inventory A.
