12.1.3 upgrade patch is showing superseded

Hi,

When we are going to download 12.1.3 upgrade patch, it is showing superseded by 12.2.0.
But we are not able find that patch in metalink nither any document available for upograding from 12.1.1 to 12.2.0.

So need to validate the avaiability of release 12.2.0 patch.
