Unicode Installation on non-multi lingual Deployment

Hi All,
1.We have Siebel 8.1.1.8 installed on SQL Server.

2.SQL Server is enabled to accept Unicode character set.
 
3.We have few set of users who would be using ENU based URL however would be entering non-english characters.

4.Customer is not ready for multi-lingual deployment.

5.With this setup if User tries to enter non-english character it's seen as question mark character.


To address above requirement, can we just add any non-english language pack(example japanese) on existing installation and import seed data ? Will this allow the users to enter non-english character from AOM ?
