OTL: Display Last Person Who Updated Timesheet

We use OTL self-service timecards; version 12.1.3.  One of the new features introduced with 12.1.3 is '3.28.1.8 Display Last Person Who Updated Timesheet'.  I would like to turn this on, but I cannot for the life of me figure out where it is.  I looked in Preferences, Profile Options and researched MOS every way i know how.  Does anyone know how to turn this feature on?
