Create empty records on Service Request Attachment List Applet

Hi

I have a requirement in Siebel  eService Application as per any new SR is created, 5 records should be created in "Service Request Attachment List applet " without attachment getting attached, just the records.

This should forces the user to attach all the required documents.

Is this possible or because of the Siebel File System which will be invoke on this class CSSFrameListFile is not feasible to use in this matter as it will be mandatory to not have any Null values upon creating records here?
