Download to Excel--not allowing format cells in Excel

I created a report with percentages, dollars and dates.  When I download to Excell it shows those fields as text fields and will not allow me to change the format of the cell contents. 

Report users tell me this is a recent issue -- any ideas on what changed and how to get past it?
