Need Date/Time field to NOT adjust for user time zone

I have a date/time field on the Leads record type, which I need to populate with a static date that looks the same to all my global users.

Currently, if I (in the US) populate this field with July 31, 1:00 PM, then it displays as Aug 1 for my users in Banglore and Tokyo.  We all need to see this date and time as July 31, 12:00 PM and it must not change depending on user location.  

Advice? Thank you!
