Newly defined budget form, GLXBDDEF, is frozen

Hello,

Our user who normally does the GL budgets terminated her employment.  No one has much experience entering a budget in GL.  So a new user steps into this role and creates the following issue. 

Our user was testing the definition of a new budget for 2013 (navigate GL, Budgets > Define > Budget).  Unfortunately, the user did not realize he was performing the following actions on the Production Instance.  

1.  Nav GL, Budgets > Define > Budget:  User defined a new budget.   Right now, the form, GLXBDDEF, is frozen due to (I think) steps 2 and 3.

2.  User clicked “Open Next Year” button.  Job completed successful.

3.  User clicked “Autocopy” button.  Job completed in error.  The status in define budget form is “Running Copy”.
