If we miss the Jan 2013 CPU Patch for Ebusiness, can we directly apply the latest April CPU 2013 Patch.

Is the latest Ebusiness CPU Patch April 2013 includes the bug fixes for the previous releases
For example,
• 16196190 - Applications Updates (26.1M) - ORACLE APPLICATIONS RELEASE 12.1: CPU PATCH FOR APR 2013 is the latest CPU Patch for 12.1.3
Will this include the previous CPU bug fixes. Or we need to consider applying all the previous bug fixes
