Translation Synchronization patch 16606027 is throwing error during patch application.

Uploading from the data file /u01/oracle/GOLD/apps/apps_st/appl/cle/12.0.0/patch/115/import/F/CLEF085MARKER.ldt
Altering database NLS_LANGUAGE environment to FRENCH
A database error occurred:
