Conflict of Buyer Manager Setup pre-requisistes with client's SOX regulations

One of our client would like to setup SRM dashboard for their buyers and approvers. As per their request SRM dashboards for Managers should be visible to their approvers.

As per PeopleBooks (http://docs.oracle.com/cd/E27605_01/fscm91pbr2/eng/psbooks/fspr/chapter.htm?File=fspr/htm/fspr07.htm%23ge0bf214a544bf14c_ef90c_10e0791cc9f__ec6), Manager must be setup as a buyer in the system. As per sox regulations, approves are forbidden to be configured as buyer in the system.

Client has not utilized 'buyer manager setup' functionality right now. Please let us know whether
