Why does the GLXACCMB form (GL Code Combination) screen show for some associates as being a read onl

We are having an issue where the same responsibility being assigned to different ids is acting differently.  Assigning the GL Superuser responsibility to one associate allows them to create/maintain GL Code Combinations in the GLXACCMB screen.  But assigning the same responsibility to a different associate only allows them to access the same screen in inquiry only mode.  Both ids have the same personal profile options.  Can not see a reason why the application would behave this way.
