Meter reading impacting Usage rate

 Is there a way I can fix my usage rate and have it not impacted by Asset meter updates. I would like to have a fix forecast based on the defined usage rate and not variable usage rate which gets changed based on the Asset meter update and impacts my forecast.
Is there a way I can fix my usage rate?
