Concurrent Request Question

We are on ebs version 12.1.3. I have a user says one of the request they waited for 20 minutes to complete.

I went to OAM with the request id they provided. The detail shows the submit time as 15:42:16 and actual start date as 15:42:18 and completion date as 15:52:40. From this OAM record, it has only waited for 2 seconds before the request started to run and the request completed in a little over 10 minutes. I am trying to find the discrepency here.

My question is the moment the user submits the request, it that time logged as the request submit time? Once the request actually runs, it is logged as actual start date? I know when user submit request it usually goes to pending state before it goes to the running state. Can I conclude and say the pending state is the wait time of the difference between actual start date and submission date? Or, is it when the status change to running it actually log as submission date? Gurus, please advise. Thank you very much.
