MOS - Really slow patch download times

We are currently experiencing really slow download times - average transfer rate of about 45 KB/Sec.  It is taking me about 2.5 hours to download the 289MB zip file of the Siebel CRM Desktop 3.7.9 patch.  This is not normal - just wondering if anyone else is experiencing this.
