How do you enable the "Ship From Location" field on an order line?

 I am exploring the use of the Ship From Location field in the Order Entry and Fulfillment process.  I noticed a field labeled "Ship From Location"  this field is displayed on the order line and is disabled.  It is also displayed on the Based On Rule form - it is also disabled here and defaults the main location assigned to the Warehouse/Organization.  I have already assigned another Inventory Location to the Organization via the Location setup form.  I am not able to select any values during order entry or when defining a Based On Rule.
Thoughts?...
