Need to fix XML flaw for Purchase Order (PO) template

Please help! I've generated a couple XMLs via the R43500 application and can't figure out why there are level breaks in the output. Please see attached XMLs. These level breaks are causing havoc to my rtf as the detail lines don't recognize the level breaks.  Why are these level breaks occurring?

Example 1 shows one PO number with several line items.

   Item 1 is found under <Purchase_Order_Print_S42_Group> <On_Ship_To_S45> <On_Line_Number_S47> <Purchase_Order_Print_S42>

   Item 2 is found under <Purchase_Order_Print_S42_Group> <On_Ship_To_S45> <Lots_Grades_Sub_S52> <Purchase_Order_Print_S42>
