Oracle R12.1.3 Home Page Modification

Hi,

We want to customize / modify our R12.1.3 Home page. We want it to be a tab based home page where each tab represents a module in oracle apps. 
For example a tab with name Finance should contain all Finance related responsibilities/menus and Projects tab should contain all project related responsibilities/menus.

Could some one please advise us the steps involved in configuring the same.
