2540 storage volumes prefered controller and owning controller issue and Amber always on and off

Dear All,
We have two 2540 FC Strorages connected with two windows servers running 2003 SP2. Each server is having two single port HBA cards and connected with storages in single path. Host A connected with Controller A of the each storage. Host B is connected with controller B of each storage.
The Windows 2003 SP2 running on both the nodes and its working as a windows cluster.
My question is
1.All volumes in both the storages preferred controller A But sometimes all the disk resource group are owned by host B in windows cluster part and that time all volumes are in preferred controller A and owned controller is B. We got Amber on the storages whenever the volumes owned by Host B owing controller is B.
