Approval management

Hi,

i'm actually working on multiple approval concensus through AME and i facing some difficulties kindly refer to my screen  shots.

i like to have two approval levels for my WO, so i set my AME (concensus). i define two user who will approve the WO. now the problem is that when first approver approves WO it is not moving to the  second approver notification area. how should i solve this issue?
