we've found some uncertain information in README during of pre-patch analysis of 4651536

From README:

     have patch 4613044 applied to retain the fixed behavior.

Looks like patch 4613044 is a pre-requesite patch.
However, no patch/bug #4613044 was found in MOS.

Also, according to fixed file names and versions, seems like patch 4651536 is applicable to 11.5.9 release.

Please advise.
