Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. Help for TNS-12541:No listener

Dear Oracle,

One of my DB server got the issue, TNS-12541 no listener, when no any Oracle net files were modified.

On the server, if I used

DOS>lsnrctl status

TNS-12541: TNS:no listener
TNS-12560: TNS:protocol adapter error
TNS-00511: No listener
64-bit Windows Error: 61: Unknown error

The server is on windows 2008R2 64bit
