Insufficient Privileges to View Document Details

Hello,
I'm using 12.1.3 with iprocurement, the users are receiving email notifications to approve PO but when they try to click View Document Details  they get a message
saying: You have insufficient Privileges for the current operation.

This is happening only for users with iprocurement responsibilities.

It's a configuration issue?

Any help would be greatly appreciated.
