Can we make a single Projects available across all Ledgers?

Dear  
We have a business requirement whereby we need to make available a PIN (Project) created in one ledger to be available for transactions across ledgers. We have 19 Ledgers and employees spreading across all ledgers, in case any employee wishes to claim any expenses against any of the PINs' across Ledger, how shall this be handled?
