EBS R12 security with BI Publisher 11g Standalone Trial Version

 Hi ,

I was advised that EBS security works with only Standlone version of BI Publisher.

So i installed BI Publisher Trial version and then followed this doc  http://docs.oracle.com/cd/E14571_01/bi.1111/e13880/T526682T561972.htm#ebs_sec

When i log into BI Publisher using EBS user credentials, i am able to get the corresponding Responsibilities but my 

 EBS Role Based Data Security is not working.

And from the screenshot, i dont understand what is Reporting Organization -->All    ( When i select dropdown i see only one value ie ALL)

And in most of the docs on google there is no Reporting Organization shown while selecting EBS Responsiblities.
