Visibility to Fulfillment Sets Via Shipping Transactions Form

Is there any functionality to view Fulfillment Sets via Shipping Transactions Forms. I find Ship Sets visible but unable to find Fulfillment sets? Can someone confirm if there is way to view fulfillments sets as well. ___________________________________________________________________________________________________________________________________________________________________

04/30 Let me add some more information on the question to solicit some responses as I have not seen any response on this.

1. We have charge items such as Expedite Fee / Premium Fee which are not pickable but we ship them in oracle along with inventory items on an order. 
2. These charge items have to be shipped with a specific inventory Item and should be invoiced together with the shipped inventory Item.
