Oracle EBS R12.1.3 unable to produce XML output

We are on Oracle EBS R12.1.3 and want to develop a custom Sales Order Acknowledgement report in BI Publisher. In order to get xml to build the BI Publisher template with I changed the seeded Sales Order Acknowledgement report from an Output of text to XML. When I run the concurrent program the output is still in Text. Any suggestions?
