Apex Upgrade - Debug Error Handler

After recently upgrading to Apex 4.2 - Recieve the following error message:

  'apex debugging mode not enabled for this application'

I've tried the following and still recieve the error message:

 1.Set the 'Debugging' application property to ON

 2. Set the 'Debugging' application property to OFF

Running the application in either mode causes the error message to appear.

Any suggestions would be greatly appreciated.
