The system is calculating Unemployment Tax when a pre-tax deduction is credited

Issue: The system is calculating Unemployment Tax when a pre-tax deduction is credited back to an employee. Port employees are exempt from Federal Unemployment Tax.

Steps to recreate issue:

     1. Enter a one-time override to credit a pre-tax deduction for an employee

     2. Process a Payroll for the employee with the one-time override

     3. Review the tax calculations for the employee

As a solution we've tried two solutions:

     1. Set up the DBA exempt from tax type C

     2. Set up an Unemployment Tax with a rate of 0

These solutions were found while searching for "globally turn off Unemployment Tax" on the Knowledge Base.

How do we prevent the calculation of unemployment taxes for a pre-tax deduction credit when we're are tax exempt?
