2+ Hour Delay In Work Process Manager Running Tasks

Issue:-

customer seeing workflow Manager start tasks to run a workflow and the task starts but will sit idle for 2+ hours (idle time increases throughout the day) before it runs its first query.  The query is reported with db2 connect error after 542 seconds and retries and completes the wf proc is about 1 second.
