Listener status not correct

 Hi All
I have this question from a customer, when checking the listener status we get an error:
LSNRCTL for 64-bit Windows: Version 10.2.0.4.0 - Production on 18-APR-2013 09:55:51

Connecting to (ADDRESS=(PROTOCOL=TCP)(Host=10.10.10.9)(Port=1521))
TNS-12541: TNS:no listener
 TNS-12560: TNS:protocol adapter error
  TNS-00511: No listener
   64-bit Windows Error: 61: Unknown error

I say:
Please check is the service is up and running.
Please check if there is an issue with firewall and windows 64 is strict about the port access.

customer say:
We have just verified that the listener is up and running.
There is no firewall on this server, it is completely disabled.
