Why is Quantity wrong in Installation Details when a shipment line is split?

We are seeing when a shipment line is partially shipped, the Installation Details of the split line are created with the correct Quantity in the top box but the Qty Entered is equal to the quantity shipped in the previous line.  

Example: Line 1.1 has an original quantity of 4 and one is shipped.   Line 1.2 is created with Installation Details Qty of 3 in the top box and Qty Entered of 1 on the line.   When you try to exit Installation Details you get a Quantity mismatch error.

When Line 1.2 is shipped, Installation Details now has two lines.   The original line with a quantity of 1 and an additional new line with the quantity of 2.
