Price % Tolerance

I am looking to confirm my understanding of the Price % Tolerance configuration. My understanding is that if this configuration is set to '0', Payables treats the tolerance as infinite and will never  apply a the corresponding hold to the invoice; meaning there is actually no price tolerance set.  Additionally, I am wondering what an undefined value 'NULL' would indicate?
Is my understanding correct, if not, please advise.
