AR sales tax pulling the wrong rate

For one of the invoices, the incorrect tax rate is being pulled. A Kansas City Missouri tax rate appears to be pulling the wrong tax rates. How does the system determine the jurisdiction for CITY / COUNTY when there are several standard codes / rates? For example: Jurisdiction - CI-MO-KANSAS CITY-64109.01 vs CI-MO-KANSAS CITY-64109.02 vs CI-MO-KANSAS CITY-64109.03 etc.... The same scenario for the COUNTY-  CO-CI-MO-KANSAS CITY-64112.XX. Each of these have a different rate.
