A: Back in 2011, the IRS had changed how the 941 report count the number of employees on this report. The regulation stated that the 941 report will only count the employee if the employee received pay for any payroll period that includes the 12th day of the last month in the quarter (e.i. last month of each quarter is March, June, September or December).
