2013 Federal Unemployment Rates FUI stuck at 0.006

On E1 9.0, Vertex 3.1.0 with April Q Series Payroll tax table update just applied.

We are having an issue getting our Federal UI (FUI) "C" tax type to calculate at 0.008, even after we applied the April vertex data update. Our UI rates for each company have effective dates of 01/01/13-12/31/13.  Unless we define a "C" tax type record for every state that each company operates in, the system will use a default FUI rate of 0.006 for some reason (last years rates).

Adding a "Federal" C tax type record with a rate of 0.008 under each company has no impact on the rate - the only time it picks up the 0.008 rate for FUI is when you define the state tax area "C" record and assign it a rate of 0.008.
