SQR POP005 report displays no ship to address, only country 'USA'

We ran to this issue and not sure and wonder how to fix it. When we dispatch a print 'PO' , select the SQR report option POP005, the ship-to area does not display any address fields on the PO, except the country field 'United State'. This issue only occur for PO that are created from eProcurement through Auto Sourcing. It seems like an additional row is inserted into the one time shipping table PO_ADDR_TBL with a country field value. We have to remove the row from this table so that the ship-to address is displayed on the PO.
