Siebel Enterprise Configuration Failed

I've a problem with de Siebel enterpriser server configuration, i run the configuration Wizard and the last step fail:

Primary Siebel File System : /app/siebel/SiebelFsProd
RDBMS Platform : Oracle Database Enterprise Edition
Database Table Owner : SIEBEL
