Number of actual processes larger than target for OPP concurrent manager

Hello, please, help us to solve following problem. Every day we have actual processes larger than target for OPP concurrent manager. This issue has been previously solved by restarting OPP. We found out that there is a patch for this kind of problem. Please, help us to determine the right patch number. Per MOS note 1515086.1 for R12.1 patch number is 15981176. But our Oracle EBS version is 12.0.6. We found another note 1389261.1  and it suggests patch 15981173 for release 12.0. Please confirm, that this patch can be applied to solve this particular problem for our release. I attached ICM and OPP log files. Thank you.
