Address types for countries when oracle does not provide a seeded set up- Romania as an example

We are setting up the Romania Business group in Oracle and Oracle did not provide an Address type for Romania.  We are trying to determine if we should set up a generic international address type (Address line 1, Address line 2, Address line 3, City, Postal Code and Country) for Romania or a very detailed address type for Romania that has fields down to (Street, No, Block, Entrance, Floor, Apartment, County or Sector, City, Postal Code and Country).  What have other people used for Romania?  We also thought about creating both and letting the user select which one they want to
