OEM12c Spam Alerts

Hi Everyone,

Did not know the best subject to put here but I'll explain what I'm asking.  I am using incident rules to notify if an alert occurs in OEM.  I was wondering if there was a way to suppress alerts if a condition like the cluster is down.  I assume that all targets associated with the cluster being down would also be alerted as down.  I would think just an alert in this case that the cluster is down would imply all the targets in the cluster are down as well and would ONLY want to create a cluster down alert.
