validation org is populated in Owning Org of ASL instead of receiving org

 As per sourcing rules, we are buying ATO Models from the supplier.Created BPA for this model. Once the configured item got generated for a sales order for the above model, system is automatically created an ASL but owning org is populated as validation org instead of receiving org.

BPA is created perfectly.
BOD is alright.
BOM Created correctly.
But no requisition got created even after progressing the order.
