INVMWBIV.fmx not compiling after upgrade to 12.1.3

Hi,
1. Upgraded from R12.1.2 to 12.1.3
2. INVMWBIV.fmx did not compile during upgrade.
3. Tried to compile from adadmin.  Same issue

adworker log show
file is: /apps/u01/sappltop/ptebs01/apps/apps_st/appl/admin/ptebs01_balance/out/awlapp002.txt
Database connect string is: APPS/*****
