Level 4 Installation and Configuration

I am searching for specific documentation for setting up a level 4 site failover environment.  I currently have a primary oms and will need to setup a standby.  What are the specific steps to accomplish this.  The documentation is quite vague regarding this and not at all cohesive.  Tks in advance.
