We're running 12.1.3.

Looking at apply patch 13503144 https://updates.oracle.com/Orion/Services/download?type=readme&aru=14488210 

It notes prereq: 13626800

It notes:

  PATCH COMPATIBILITY:

   Apply this patch if you are running release 12.1.1 or higher!

   Customer must be on 12.1.1.

 

 PATCH SEQUENCE:

   The following patches are required and should be applied to a test area

   first. You must download and install these patches unless they have been

   previously applied. Please apply in the order listed.

 

   Customers NOT using OPM Financials.

   Step 1: Apply Patch 13020024:R12.INV.B

   Step 2: Apply Patch 13626800:R12.GMF.B
