ERMS Mailboxes get inactivated when ERMS Process encounters an error

If ERMS process encounters an error, all the ERMS mailboxes are one-by-one going to Inactive status...until all mailboxes are inactive and RB_MAIL_READ stops resubmitting. No notification email is sent.

Question:
1) Why does it disable the mailbox for future runs? Is this configurable?

2) Is there a way to receive a notification if ERMS fails to connect to the mail server?
